We have always given top priority to three key areas: the areas around the venues for the Winter Olympics and Paralympics, areas within the Fourth Ring Road and the sub-center of the city. We have rectified 17 key tasks in four key areas, including urban roads, public transport, public service venues and information exchange.By the end of 2021, a total of 336,000 sites had been renovated, 100 barrier-free demonstration blocks and 100 barrier-free service zones for 15 minutes had been built, and the core functional areas of The Capital and areas related to the Olympic and Paralympic Winter Games and service support had been basically barrier-free, with a favorable rating of 88.35 percent from the public.First, the level of accessibility has significantly improved.Over the past three years, through vigorous improvement, the barrier-free environment construction of Beijing has achieved remarkable results, and Beijing has gradually become a disabled friendly city.1. Urban roads are smoother.Repair 26,000 blind roads and 6,597 crosswalks;Thirty-five pedestrian overpasses and underpasses were renovated, and there were basically “no breakpoints” in blind roads and “zero elevation difference” in roadside ramps.2. Transportation is friendlier.More than 2,000 bus hubs, bus stops, subway stations and public parking lots have been renovated.The old subway lines, including Line 1 and Line 2, will have 59 stair crawlers and 142 wheelchair platforms updated.There are 606 barrier-free bus routes, and more than 12,000 buses are equipped with barrier-free guides, accounting for 80.12% of the total buses in the city.Equipped with 535 barrier-free taxis.More people with disabilities and the elderly can travel independently.3. More intimate information exchange and service.Among the first batch of websites and apps that have passed the evaluation of age-friendly and barrier-free transformation in China, 51 websites and 26 apps in Zhuhai have been listed, and communication barriers for the disabled and the elderly have gradually been eliminated.Second, the level of standardization and refinement of barrier-free environment has improved significantly.The construction of barrier-free environment in cities needs to be regulated and carefully managed in accordance with the law.To this end, we have promoted the promulgation and implementation of the Regulations on Building an accessible Environment in Beijing, establishing a system of building an accessible environment for all people in Beijing, covering all factors of production, supervising the whole process, and involving the whole society.At the same time, the Beijing municipal government has included barrier-free environment construction in the city’s 14th Five-Year Plan and 2035 vision goal outline.At present, Beijing has incorporated the maintenance of barrier-free facilities in public space into urban grid management, and 234,700 occupied or idle barrier-free facilities have been dealt with.Establish the information management system of barrier-free facilities, and normalize the Posting and cancellation of related problems and their solutions.Beijing is the first city in China to publicize a list of accessible public places for public supervision.2,000 professional supervisors are active on the front lines, checking problems through experience, promoting rectification through supervision, and participating in pre-evaluation, in-process guidance and post-inspection of barrier-free reconstruction.More than 100,000 people participated in the barrier-free Promotion Day, and it is becoming a social consensus that “love first, and the environment is harmless”.On this basis, we explored and formed The Beijing experience of barrier-free environment construction in which “the masses provide for the needs, special classes promote, block construction, grid management and protection, and social evaluation”.
